کیهان نوین: علی‌اکبر صالحی رئیس پیشین سازمان انرژی اتمی جمهوری اسلامی پس از ماه‌ها سکوت در یک مصاحبه پیشنهاد «گفتگوی سیاسی با آمریکا» را مطرح کرده و گفته مناسب‌ترین راه باقیمانده برای نظام است.
-صالحی تأکید کرده حتا چین و روسیه به ما گفته‌اند «رابطه‌تان را با آمریکا تنظیم کنید تا مشکل ما حل شود».
– در مقابل اما فرماندهان سپاه پاسداران مطرح می‌کنند «نظم جدید»ی در جهان در حال شکل‌گیری است که در آن آمریکا و متحدانش رو به زوال می‌روند و سه ضلعی قدرت چین، روسیه و جمهوری اسلامی هستند که میداندار تحولات بزرگ آینده خواهند بود.
-مشاوران ارشد علی خامنه‌ای از اتحاد با روسیه و چین دفاع می‌کنند.
در رأس نظام تصمیم گرفته شده چین و روسیه تکیه‌گاه حکومت باشند با اینهمه در داخل نظام افرادی هستند که نسبت به وضعیت اضطراری حکومت مدام هشدار می‌دهند.
علی‌اکبر صالحی رئیس پیشین سازمان انرژی اتمی جمهوری اسلامی در دولت حسن روحانی پس از ماه‌ها سکوت، ۳۱ تیرماه در یک مصاحبه با اشاره به اینکه «گفتگوی سیاسی با آمریکا» مناسب‌ترین راه باقیمانده برای نظام است تأکید کرده حتا چین و روسیه به ما گفته‌اند «رابطه‌تان را با آمریکا تنظیم کنید تا مشکل ما حل شود.»
وی می‌گوید «الان ما قدرت منطقه‌ای هستیم و فرصت خوبی است که بنشینیم با غرب و در راس آنها آمریکا گفتگو کنیم.»
در بخشی از این مصاحبه صالحی گفته «بعضی‌ها بر اساس شواهدی معتقدند آمریکا در حال افول است. باشد افول کند، ولی چه زمانی افول می‌کند؟ اگر تا سال دیگر افول کند می‌ارزد تا یکسال صبر کنیم. اما آمدیم و تا ۳۰ سال دیگر افول نکرد. ما باید در این ۳۰ سال چه کار کنیم؟ بالاخره ما باید مشکلمان را حل بکنیم.»
وزیر خارجه دولت محمود احمدی‌نژاد اعتراف کرده «اغلب بانک‌های دنیا با ایران رابطه ندارد و همه چیز برای ما گران تمام می‌شود و چون نیاز به واردات داریم، قیمت جنسی که می‌خریم، بیشتر می‌شود.»
وی توضیح داده «حتا اگر پولی که در کره‌جنوبی داریم به فرض آزاد شود گفته‌اند یک بار باید به سوئیس برود و در نتیجه در تعیین نرخ تسعیر، ما دوباره کلی پول از دست می‌دهیم.»
در بخش دیگری از این مصاحبه صالحی می‌گوید “در مخازن مشترک نفت و گاز چون ایران تکنولوژی جدید ندارد ضرر و زیان می‌دهیم و سایر کشورها سهم ما را می‌ربایند.”
منصور حقیقت‌پور مشاور علی لاریجانی که زمان حضورش در مجلس از چهره‌های دوآتشه اصولگرا بود از پیشنهاد صالحی استقبال کرده و می‌گوید: «یک تفکری که امروز به عنوان جریان خالص‌ساز در حال تنظیم کشور است که اشتباه می‌کند. سطح بین‌الملل را با سطح رفتار‌های اعتقادی اشتباه گرفته‌اند. سطح بین‌الملل سطح تامین منافع ملی است. ما پشت میز مذاکره آمریکایی‌ها را مسلمان نمی‌کنیم آنها نیز ما را مسیحی نمی‌کنند. عده‌ای اینطور جا انداخته‌اند که هرکسی با آمریکا مذاکره کند بی‌غیرت است، اما اینطور نیست.»
وی تأکید کرده «به نظر من با حفظ آرمان‌های انقلاب ایران هیچ اشکالی ندارد که محکم و مقتدر مذاکره کنیم حتی نرمش قهرمانانه انجام دهیم.»
پیش از اینها مهدی نصیری مدیرمسئول پیشین روزنامه «کیهان» چاپ تهران توصیه کرده بود «هر چه دیرتر جام زهر را بنوشیم مردم بیشتر خسارت می‌بینند.»
روزنامه «اعتماد» در واکنش به پیشنهاد صالحی می‌نویسد «کنار گذاشتن سیاست موازنه سازی ایران باعث شده تا روس‌ها و چینی‌ها جسورانه درباره تمامیت ارضی ایران صحبت کنند و حاکمیت ملی ایران را زیر سوال ببرند» اما روزنامه «کیهان» گفته غربگراها از خسارات برجام درس نگرفته‌اند و سخنگوی آمریکا شده‌اند.
حمید ابوطالبی دیپلمات سابق جمهوری اسلامی بهمن ۱۴۰۱ به روزنامه «اعتماد» گفته بود «متأسفانه توسعه همکاری‌های امنیتی- نظامی جمهوری اسلامی و روسیه پای جمهوری اسلامی را به بحران اوکراین کشاند… با توجه به اینکه اروپا یکی از مراکز ثقل دیپلماسی و متوازن‌کننده روابط خارجی در برابر روسیه و چین و بحران‌هاست همکاری با روسیه معنایی جز از میان رفتن توازن حیاتی سیاست خارجی ایران نخواهد داشت… با تروریستی اعلام شدن سپاه توازن حیاتی سیاست خارجی ایران از بین خواهد رفت.»
گوش فرماندهان سپاه بدهکار هشدارها نیست
در مقابل این طرز فکر که مدام به نظام در مورد ضرورت رابطه با آمریکا توصیه می‌کنند فرماندهان ارشد سپاه پاسداران قرار دارند که ادعا می‌کنند در دنیا «نظم جدیدی» در حال شکل‌گیری است که در آن دنیای غرب به رهبری آمریکا رو به زوال و نابودی می‌رود و سه ضلعی قدرت چین، روسیه و جمهوری اسلامی هستند که میداندار تحولات بزرگ آینده خواهند بود.
در همین ارتباط حسین سلامی فرمانده کل سپاه پاسداران انقلاب اسلامی ۲۴ تیرماه در جمع بسیجی‌ها گفت «آمریکا امروز قابلیت انطباق تحولات منطقه را از دست داده و شرکای سنتی او به او پشت کرده‌اند. منطقه به دلیل فشارهای سنگین از اولویت سیاست خارجی آمریکا خارج شده و دیگران به سمت ما و چین آمده‌اند.»
وی ادعا کرد «هر کس آمریکا از او حمایت کرد فرو ریخت و هر کس به انقلاب اسلامی تکیه کرد ماندگار شد.»
پیش از اینها نیز سرلشکر پاسدار محمد باقری رئیس ستادکل نیروهای مسلّح جمهوری اسلامی گفته بود «آمریکا در مسیر افول قرار گرفته و اگر اروپا و سایر شرکای آمریکا خود را از زنجیرهای حمایت کورکورانه رها نکنند همراه با آن به قهقرا خواهند رفت.»
باقری ۲۷ مهرماه در یک سخنرانی در دانشگاه «دفاع ملی» خطاب به فرماندهان ارشد نظامی در ایران گفت که «قدرت‌گیری چین و سر بر آوردن روسیه بیانگر جهانی است که بشارت داده می‌شود در آن روز به روز فرآیند قدرت‌گیری جهان اسلام و ایران اسلامی و تضعیف جبهه استکبار را شاهد هستیم!»
روشن است آنچه فرماندهان ارشد نظامی در ایران می‌گویند منطبق با «راهبرد نگاه به شرق» علی خامنه‌ای رهبر جمهوری اسلامی است.
یحیی رحیم صفوی مشاور خامنه‌ای در امور نظامی با اشاره به تظاهرات ضدحکومتی در ایران می‌گوید «برای مقابله با جنگ ترکیبی آمریکا، باید با روسیه و چین متحد شویم.»
علی‌اکبر ولایتی مشاور خامنه‌ای در امور بین‌الملل خطاب به آنهایی که مصلحت نظام را در کنار آمدن با آمریکا می‌بینند گفته «عقل چه می‌گوید؟ به سمت غرب برویم که همواره دشمنی کرده یا روسیه که تا توانسته کمک کرده؟»
هرچند «دولت انقلابی» قاضی مرگ (ابراهیم رئیسی) ادعا می‌کند بدون برجام اقتصاد را پیش برده و تحریم‌ها را دور زده اما حتا برخی از چهره‌های مورد اطمینان نظام از جمله غلامرضا مصباحی‌مقدم عضو مجمع تشخیص مصلحت نظام توصیه کرده که باید وارد گفتگو با غربی‌ها شد.
معین‌الدین سعیدی نماینده چابهار در مجلس می‌گوید از روز اول تشکیل کابینه هشدار دادم «مبادا از ترس عقرب جراره غرب به مار غاشیه شرق پناه ببریم… همان طور که آمریکوفیل بودن و انگلوفیل بودن آسیب جدی در حوزه سیاست خارجی است به همان نسبت روسوفیل و چاینافیل بودن ما را دچار مشکل می‌کند.» وی تأکید می‌کند «هیچ کشوری این‌گونه مانند روسیه سرناسازگاری با منافع ایران نداشته است.»
شکاف بین مسئولان و جریان‌های حکومتی بر سر اینکه مصلحت جمهوری اسلامی برای مسیر آینده چیست بیشتر شده است. با اینکه روسیه و چین رژیم‌های قابل اعتمادی برای حکومت نیستند اما خامنه‌ای و سپاه ایستادن کنار آنها را به آمریکا ترجیح می‌دهند. برخی تحلیلگران معتقدند بخش عمده تلاش‌ها برای نزدیک شدن به آمریکا توسط سپاه پاسداران خنثی می‌شود و همین را دلیل بالا بودن سطح نفوذ پکن و مسکو در این تشکیلات و نظام می‌دانند. بر همین اساس نیز برخی معتقدند هرگونه تغییر و تحول در معادلات بزرگ بین‌المللی در روابط شرق و غرب می‌تواند عملکرد سپاه را به عنوان «پاسداران انقلاب اسلامی» تحت تأثیر قرار دهد. موضوعی که به نظر می‌رسد در محاسبات فرماندهان آن اصلا جایی ندارد.

Foreign Minister Mahmoud Ahmadinejad has admitted that “Most of the world’s banks have no relationship with Iran, and everything is expensive for us, and because we need to import, the price of the sex we buy increases.”
He explained, “Even if the money we have in South Korea is supposed to be freed, they said it must go to Switzerland once, and as a result, we will lose a lot of money again in determining the exchange rate.”
In another part of this interview, Salehi says, “Because Iran does not have new technology, we are making losses in joint oil and gas reservoirs, and other countries are stealing our share.”
Ali Larijani’s advisor, Mansour Hajitpour, who was one of the fundamentalist figures during his time in the parliament, welcomed Salehi’s proposal and said: “A thinking that is currently regulating the country as a net-creating current is wrong. They have confused the international level with the level of religious behavior. The international level is the level of providing national interests. We will not convert Americans to Islam at the negotiating table, and they will not convert us to Christianity. “Some people have made it so that anyone who negotiates with the United States is unenthusiastic, but it is not so.”
He emphasized, “In my opinion, there is nothing wrong with maintaining the ideals of the Iranian revolution to negotiate firmly and powerfully, even to make heroic concessions.”
Before this, Mehdi Nasiri, the former editor-in-chief of “Kihan” newspaper, published in Tehran, advised, “The more late we drink the poisoned cup, the more people will suffer.”
In response to Salehi’s proposal, “Etimad” newspaper writes, “Abandoning Iran’s balancing policy has made the Russians and Chinese boldly talk about Iran’s territorial integrity and question Iran’s national sovereignty.” However, “Keyhan” newspaper said that Westerners have not learned from the losses of the JCPOA and have become the mouthpiece of the United States.
Hamid Abutalebi, a former diplomat of the Islamic Republic of Bahman 1401, told “Etimad” newspaper, “Unfortunately, the development of security-military cooperation between the Islamic Republic and Russia led the Islamic Republic to the crisis in Ukraine… Considering that Europe is one of the centers of gravity of diplomacy and the balancer of foreign relations against Russia and China and crises, cooperation with Russia will have no meaning other than the loss of the vital balance of Iran’s foreign policy… With the declaration of the IRGC as a terrorist, the vital balance of Iran’s foreign policy will be lost.”
The ears of the army commanders do not owe warnings
In contrast to this way of thinking, which constantly advises the regime about the necessity of relations with the United States, there are senior IRGC commanders who claim that a “new order” is being formed in the world, in which the Western world under the leadership of the United States is declining and destroyed, and the triangle of power of China, Russia, and the Islamic Republic is the one that will be the arena for the great developments of the future.
In this connection, Hossein Salami, the Commander-in-Chief of the Islamic Revolutionary Guard Corps, said on July 24 in the gathering of the Basij, “America has lost the ability to adapt to regional developments and its traditional partners have turned their backs on it. Due to heavy pressures, the region has been removed from the priority of American foreign policy, and others have come to us and China.
He claimed that “everyone who supported America collapsed, and whoever relied on the Islamic Revolution remained.”
Before this, Maj. Gen. Mohammad Bagheri, the Chief of Staff of the Armed Forces of the Islamic Republic of Iran, said, “America is on the path of decline, and if Europe and other American partners do not free themselves from the chains of blind support, they will go backward with it.”
On October 27, in a speech at National Defense University, Bagheri said to Iran’s senior military commanders that “China’s rise to power and Russia’s rise to power represent a world that is being heralded. Day by day, we are witnessing the process of gaining power in the Islamic world and Islamic Iran and weakening the arrogant front!”
It is clear that what senior military commanders in Iran are saying is in line with the “look east strategy” of the leader of the Islamic Republic, Ali Khamenei.
Referring to the anti-government demonstrations in Iran, Yahya Rahim Safavi, Khamenei’s adviser on military affairs, says, “We must unite with Russia and China in order to confront America’s combined war.”
Ali Akbar Velayati, Khamenei’s adviser on international affairs, addressed those who see the system’s expediency in coming to terms with America and said, “What does reason say?” Should we go to the West, which has always been an enemy, or Russia, which has always helped?”
Although the “revolutionary government” of Qazi Merg (Ebrahim Raisi) claims to have advanced the economy without the JCPOA and bypassed sanctions, even some trusted figures of the regime, including Gholamreza Mesbahi-Moghadam, a member of the Expediency Assessment Council, have recommended that they should enter into a dialogue with the Westerners.
Moinuddin Saeedi, a representative of Chabahar in the parliament, says that I warned him from the first day of the formation of the cabinet “that we should not take refuge in the snake of the east out of fear of the stinging scorpion of the West… Just as being Americanophile and Anglophile is a serious harm in the field of foreign policy, being Russophile and Chinaphile will cause us problems.” He emphasizes that “no country has been incompatible with Iran’s interests like Russia.”
The gap between the authorities and the currents of the government over what is the expediency of the Islamic Republic for the future path has increased. Although Russia and China are not reliable regimes to govern, Khamenei and the IRGC prefer standing by them to America. Some analysts believe that most of the efforts to get closer to the United States are thwarted by the Revolutionary Guards and consider this to be the reason for the high level of influence of Beijing and Moscow in this organization and system. Based on this, some believe that any changes and transformations in the major international equations in East-West relations can affect the IRGC’s performance as “Islamic Revolutionary Guards”. An issue that seems to have no place in the calculations of its commanders.
