احتمال ارجاع پرونده اتمی جمهوری اسلامی به شورای امنیت؛ رافائل گروسی: ایران به ساخت بمب اتم نزدیک شده!

رافائل گروسی رئیس آژانس بین‌المللی انرژی اتمی هشدار داد جمهوری اسلامی مواد کافی برای ساخت «چند بمب اتمی» جمع‌آوری کرده است. وی تأکید کرد، «تلاش‌های دیپلماتیک برای جلوگیری از دستیابی ایران به سلاح هسته‌ای باید از سر گرفته شود.»

محمد اسلامی رئیس سازمان انرژی اتمی جمهوری اسلامی با بیان اینکه تحریم‌ها برای متوقف کردن برنامه‌های هسته‌ای ایران بی‌اثر بوده می‌گوید: «اول اعلام کردند که برجام مُرده، بعد گفتند برجام در بن‌بست قرار گرفته است، تا دو هفته پیش تأکید بر این بود که برجام در اولویت ما نیست و اکنون آخرین موضع آنها این بوده است که بن‌بستی وجود ندارد و می‌خواهیم به توافق دست پیدا کنیم».
اسلامی تأکید کرده «راه پیشرفت کشور همین راه مقاومت و حفظ ارزش پول ملّی است تا آسیب‌پذیری خود را به حداقل برسانیم».

به گزارش سی‌ان‌ان گروسی ۲۵ ژانویه (۵ بهمن) در سخنانی پیش از سفر برنامه‌ریزی شده به تهران در کمیته امور خارجی پارلمان اروپا در بروکسل تأکید کرد که «جمهوری اسلامی هنوز سلاح هسته‌ای نساخته است اما رساندن غنی‌سازی به ۶۰ درصد تقریباً به ساخت بمب اتم نزدیک شده و غرب باید برای جلوگیری از این کار تلاش خود را دو چندان کند.»

وی تاکید کرد، «وضعیت امیدوارکننده نیست، اما آژانس بین‌المللی انرژی اتمی همچنان آماده است تا هر امکانی را برای رسیدن به راه حل دیپلماتیک، برای گفتگو و برای برقراری مجدد این اعتماد ارائه دهد.»

مقامات آمریکا و اروپا می‌گویند اولویت‌ آنها دیگر مذاکرات اتمی نیست و روی اعتراضات مردم ایران متمرکز شده‌اند. جو بایدن رئیس جمهوری آمریکا اخیراً در یک اظهار نظر غیررسمی گفت «برجام مُرده است و کار نمی‌کند» با اینهمه هنوز شماری از مقامات اروپایی دست‌کم به ظاهر مدعی‌اند که پیگیر مذاکرات اتمی هستند هرچند در عمل گفتگویی میان نمایندگان آنها با نمایندگان جمهوری اسلامی برای «احیای برجام» وجود ندارد و هرچه هست ادعاهای مقامات رژیم ایران در مورد «ادامه مذاکرات» است که اغلب از سوی مقامات رسمی غربی تکذیب می‌شود.

زمان دقیق سفر گروسی به ایران مشخص نیست اما گفته می‌شود حدود یک ماه دیگر پیش از برگزاری نشست فصلی آژانس خواهد بود. محمد اسلامی رئیس سازمان انرژی اتمی جمهوری اسلامی با بیان اینکه تحریم‌ها برای متوقف کردن برنامه‌های هسته‌ای ایران بی‌اثر بوده می‌گوید: «اول اعلام کردند که برجام مُرده، بعد گفتند برجام در بن‌بست قرار گرفته است، تا دو هفته پیش تأکید بر این بود که برجام در اولویت ما نیست و اکنون آخرین موضع آنها این بوده است که بن‌بستی وجود ندارد و می‌خواهیم به توافق دست پیدا کنیم.»

وی ادعا می‌کند که «آژانس بیشترین بازرسی را از ایران انجام داده؛ بازرسی‌ها در روزهای گذشته و به صورت مرتب انجام شده است. آژانس از تأسیسات ایران هم به صورت با برنامه و هم سرزده بازرسی کرده و حتا یک مورد از عدم انطباق برنامه اعلامی از سوی ایران با نتیجه بازرسی‌ها وجود نداشته است.»

در شرایطی که رئیس سازمان انرژی اتمی جمهوری اسلامی ادعا می‌کند تهران با بازرسان همکاری دارد اما گروسی با انتقاد از عدم همکاری رژیم ایران با بازرسان آژانس گفته «در سه سایت از پیش اعلام نشده و غیرهسته‌ای در ایران از جمله یک پارکینگ، آثار اورانیوم غنی شده یافت شده ولی جمهوری اسلامی، هیچ توضیحی درباره این آثار به آژانس ارائه نداده است.»

با اینهمه مقامات جمهوری اسلامی احساس کرده‌اند غرب در حال پیاده‌ کردن معادلات تازه‌ای در مورد آنهاست که احتمالاً همان «پلان B» باشد. در همین ارتباط محمد اسلامی تأکید کرده «غربی‌ها اجازه ندادند کشوری با ما کار کند و هزینه صادرات ایران را پرداخت کند، این ظلم آشکاری بود که به مردم شد اما فشارهای آنها جواب نداده و راه پیشرفت کشور همین راه مقاومت و حفظ ارزش پول ملّی است تا آسیب‌پذیری خود را به حداقل برسانیم.»

شماری از تحلیلگران معتقدند دیدار گروسی و اعضای شورای وزرای امور خارجه اروپا به معنای آماده‌شدن اروپا و ایجاد هماهنگی با آژانس بین‌المللی انرژی اتمی و شورای حکام در نشست پیش‌ رو است. هماهنگی‌هایی که به نظر می‌رسد پیش‌زمینه برای صدور یک قطعنامه نهایی علیه جمهوری اسلامی و ارجاع پرونده فعالیت‌های هسته‌ای ایران از شورای حکام به شورای امنیت خواهد بود. همزمان در جمهوری اسلامی مرتب به مقامات نسبت به خطرات ارجاع پروند هسته‌ای به شورای امنیت هشدار داده می‌شود.
