تصمیم جدید نمایندگان «مجلس انقلابی»: دخالت مستقیم حوزه علمیه در امور آموزش عالی

نمایندگان مجلس در نشست علنی نوبت عصر دوشنبه اول آبان‌ماه و در جریان رسیدگی به لایحه برنامه هفتم توسعه وزارت علوم را مکلف به «ارتقای جایگاه علوم انسانی، با همکاری حوزه‌های علمیه و اصلاح کتب رشته‌های مربوطه» کردند.

بر اساس این مصوبه که در ماده ۹۷ لایحه برنامه هفتم صورت گرفته، وزارت علوم، تحقیقات و فناوری مکلف است با همکاری حوزه‌های علمیه و شورای تخصصی «تحول و ارتقای علوم انسانی نسبت به تهیه اسناد پایه موضوعات فوق اقدام و به تصویب مراجع ذیصلاح برساند.»

در ادامه مصوبه روز دوشنبه اول آبان نمایندگان مجلس شورای اسلامی آمده که از سال دوم برنامه، اقدامات مربوطه را بصورت سالانه ده درصد اجرائی نمایند بگونه‌ای که در حوزه علوم انسانی کتب مربوطه اصلاح و در حوزه علوم پایه حداقل در دو حوزه تخصصی، وضعیت علمی کشور در سطح قابل قبول بین المللی و در سطح منطقه به رتبه اول ارتقاء یابد.

محمدمهدی زاهدی عضو کمیسیون آموزش مجلس شورای اسلامی در اینباره گفته که «مرجعیت علمی شدن کشورمان جزء موارد اتفاق نظر همه سیاستگذاران نظام اسلامی است» و «موضوع آیین نامه ارتقای دانشگاهیان ما را به سمت مرجعیت علمی شدن هدایت می‌کند به جای اینکه مقاله محوری اصل باشد، مسأله محوری، اکتشاف، اختراع، خلاقیت و … را موضوعیت قرار می‌دهیم.»

تلاش برای دخالت مستقیم و بیش از پیشِ حوزه علمیه در امور آموزش عالی در حالیست که پیشتر نیز تفاهم‌نامه‌هایی میان وزارت علوم و حوزه علمیه امضا شده بود. از جمله در آذر ۱۳۹۹ طرحی میان وزارت علوم و حوزه علمیه برای «رونمایی از آثار علمی فاخر حوزه در علوم انسانی» امضا شد.

عبدالرسول هاجری مسئول دبیرخانه انجمن های علمی حوزه‌های علمیه در توضیح این طرح گفته بود که «نظرات علوم انسانی از غرب آمده و تک بعدی است ولی حرف اسلام حرفی جدید است که برای رسیدن به بلوغ نیاز به کار دارد.»

مسئول دبیرخانه انجمن‌های علمی حوزه‌های علمیه با این ادعا که «حوزه‌های علمیه در حال نظریه‌پردازی و گفتمان‌پردازی است» افزوده بود که «حوزه متهم می‌شود که دانشی برای عرضه ندارد و گفتمان دین پس از چهار دهه هنوز گفتمان انقلاب نیست» و این طرح برای پر کردن این خلاء است!

به کار گرفتن طلاب و آخوندها در دانشگاه‌ها برای تدریس برخی دروس و همچنین در کادر اداری دانشگاه‌ها از سال‌ها پیش در دستور کار وزارت علوم و وزارت بهداشت قرار داشته است. با اینهمه به نظر می‌رسد مصوبه جدید نمایندگان مجلس در برنامه هفتم توسعه، در پی سیاست جدید جمهوری اسلامی برای محدود ساختن بیشتر فضای دانشگاه‌ها و مدارس، و تشدید فضای ایدئولوژیک حکومت در نهادهای آموزشی کشور است.

این روند از سال گذشته و در پی حضور فعال جنبش دانش‌آموزی و دانشجویی در اعتراضات جنبش ملّی علیه جمهوری اسلامی، آغاز شده و ابعاد مختلف و گسترده‌ای دارد.

فشارهای امنیتی، اخراج، تعلیق و تبعید دانشجویان معترض، تهدید به اخراج دانش‌آموزان، اخراج و تعلیق و بازنشستگی پیش از موعد اساتید و آموزگاران، امنیتی‌ کردن فضای دانشگاه‌ها و مدارس، همگی از جمله اقدامات در راستای سیاست جدید جمهوری اسلامی برای محدودسازی فضای مدارس و دانشگاه‌ها است.

پررنگ کردن نقش طلاب در نظام آموزشی کشور نیز پیش از این در مدارس آغاز شده بود. در مدارس کشور با توجه به کمبود شدید نیروی آموزگار، هزاران آخوند و طلبه استخدام شده‌اند.

یکی از جدیدترین اقدامات وزارت آموزش و پرورش برای ایجاد تغییرات ایدئولوژیک در مدارس، تعیین «زنگ نماز» در برنامه آموزشی مدارس است. رضا مراد صحرایی وزیر آموزش و پرورش در بخشنامه‌ای که در همین رابطه ابلاغ کرده نوشته که زنگ نماز با هدف «تقویت و توسعه فرهنگ اقامه نماز» در متن برنامه رسمی روزانه مدارس در همه دوره‌ها و پایه‌های تحصیلی قرار گرفته و در نظر گرفتن زمان ۳۰ دقیقه‌ای برای این امر از سوی مدارس الزامی است.

در این بخشنامه آمده که با توجه به «منویات علی خامنه‌ای» در بیانیه گام دوم انقلاب، «تقویت و توسعه فرهنگ اقامه نماز» به عنوان اولویت فعالیت‌های پرورشی مدارس در نظر گرفته می‌شود.

وزیر آموزش و پرورش پیشتر در اردیبهشت امسال بدون اعتنا به کمبود ۳۰۰ هزار آموزگار در این وزارتخانه، ابراز امیدواری کرده بود که با جذب ۲۷ هزار نیروی پرورشی بخشی از کمبود نیروی آموزگار جبران شود!

همچنین وزارت آموزش و پرورش در برنامه‌ای با عنوان «طرح امین» اقدام به استخدام آخوندهای تحصیلکرده در حوزه علمیه در آموزش و پرورش کرده است. بر اساس طرح «امین» که از حدود ۶ سال قبل آغاز شده روحانیون باید حدود ۳۰ ساعت در هفته در مدارس به تبلیغات مذهبی بپردازند.

شهریورماه سال گذشته نیز خبرهایی درباره جذب طلاب در آموزش و پرورش و همچنین اعطای مجوز مشاوره روانشناسی به طلاب حوزه علمیه منتشر شد. تعدادی از نمایندگان مجلس شورای اسلامی تابستان گذشته طرحی با عنوان «اصلاح ماده یک قانون تشکیل سازمان نظام روانشناسی و مشاوره کشور» را به هیئت رئیسه ارائه کردند که بر اساس آن صلاحیت اعطای مجوز مشاوره روانشناسی که اکنون در اختیار نظام روانشناسی و مشاوره کشور بود در اختیار حوزه‌های علمیه و طلبه‌هایش قرار می‌گرفت.

در بخشی از این طرح آمده بود که با توجه به اینکه در ۲۵ استان کشور رشته «مشاوره اسلامی» توسط حوزه‌های علمیه دایر شده و نیز با توجه به مرجعیت دینی حوزه‌های علمیه و ضرورت استقلال آن، لازم است صلاحیت اعطای مجوز مشاوره با رویکرد دینی و اسلامی به صورت مستقل در اختیار مرکز مدیریت حوزه‌های علمیه کشور قرار بگیرد.

این طرح با واکنش‌های انتقادی سازمان نظام روانشناسی و مشاوره روبرو شد. اکنون با بی‌توجهی مقامات جمهوری اسلامی به هشدارهای متخصصان، بر اساس خبرهای غیررسمی قرار است طلابِ مشاور، در مدارس نیز با همان حکم «مشاور» فعالیت داشته باشند و به دانش‌آموزان «کمک» کنند.

مدیر «حوزه‌های علمیه خواهران کشور» نیز آذرماه ۱۳۹۸ از مصوبه شورای معین شورای انقلاب فرهنگی برای استخدام ۱۰ درصدی طلاب در وزارت آموزش و پرورش خبر داد.

طلاب در هشت رشته علوم انسانی (دبیری عربی، مربی امور تربیتی، دبیری معارف اسلامی، آموزگاری ابتدایی، دبیری ادبیات فارسی، دبیری علوم اجتماعی، دبیری تاریخ، دبیری فلسفه) می‌توانستند در آزمون استخدامی شرکت و در صورت پذیرش در همان رشته‌ای که قبول می‌شدند به استخدام آموزش و پرورش درآمده و به تدریس مشغول می‌شدند.

بر اساس گزارشی که در اسفند ۱۴۰۰ منتشر شد نیز آموزش و پرورش چند هزار نفر را که آموزشیاران نهضت سوادآموزی، روحانیون و طلبه‌های حوزه علمیه، خانواده‌های «ایثارگر» و حتا تعدادی با هویت مبهم را بجای آموزگاران حق‌التدریس در دستور کار قرار داده بود. بر اساس مصوبه مجلس شورای اسلامی، آموزش و پرورش موظف است نخست از آموزگاران حق‌التدریس برای استخدام استفاده کند اما در یک اقدام غیرقانونی بخشی از ظرفیت استخدامی این وزارتخانه به افرادی غیرمرتبط و غیرمتخصص تعلق گرفت.

با توجه به اینکه در حال حاضر در طرح‌ها و مصوبات مختلف سال‌های گذشته، هزاران نفر از طلاب در مدارس استخدام شده‌اند، اکنون مسیر تسلط هر چه بیشتر حوزه‌های علمیه در دانشگاه‌های کشور نیز با مصوبه جدید نمایندگان مجلس شورای اسلامی هموار شده است.

In the continuation of the resolution on Monday, November 1, the representatives of the Islamic Council stated that starting from the second year of the program, they should implement the relevant measures by ten percent per year in such a way as to improve the relevant books in the field of humanities, and in the field of basic sciences, at least in two specialized fields, the scientific situation of the country. To be promoted to the first rank at the internationally acceptable level and at the regional level.

Efforts are being made to involve the seminary directly and more in the affairs of higher education, as memorandums of understanding were signed between the Ministry of Science and the seminary. One of the most recent actions of the Ministry of Education to create ideological changes in schools is to determine “prayer bells” in the educational program of schools. Reza Murad Sahrai, the Minister of Education, wrote in a circular that he issued in this regard that the prayer bell with the aim of “strengthening and developing the culture of prayer” is included in the text of the official daily program of schools in all courses and levels of education and considering the time of 30 minutes. In this circular, it is stated that according to “Ali Khamenei’s Menus” in the statement of the second step of the revolution, “Strengthening and developing the culture of prayer” is considered as the priority of educational activities in schools.

Earlier in May of this year, the Minister of Education had expressed hope that part of the shortage of teachers would be compensated by recruiting 27,000 educational personnel, regardless of the lack of 300,000 teachers in this ministry!

Also, the Ministry of Education has employed the educated mullahs in the seminary in a program called “Amin Project”. According to the “Amin” plan, which started about 6 years ago, clerics should spend about 30 hours a week on religious propaganda in schools.

In September of last year, news was published about the recruitment of students in education and the granting of psychology counseling licenses to seminary students. Last summer, a number of representatives of the Islamic Council presented a plan titled “Amendment of Article 1 of the Law on the Establishment of the Organization of the Psychological and Counseling System of the Country” to the Board of Governors, according to which the authority to grant the license for psychological counseling, which was now in the possession of the Psychological and Counseling System of the country, was It was at the discretion of seminaries and their students.

In a part of this plan, it was stated that in view of the fact that in 25 provinces of the country, the field of “Islamic counseling” has been established by seminaries, and also considering the religious authority of seminaries and the necessity of their independence, it is necessary to be qualified to grant a license for counseling with a religious approach and Islamic should be independently provided to the management center of the seminaries of the country.

This plan was met with critical reactions from the psychology and counseling system organization. Now, with the authorities of the Islamic Republic ignoring the warnings of experts, according to unofficial news, counselor students are supposed to work in schools with the same title of “consultant” and “help” students.

The director of “Theological Fields of the Sisters of the Country” also announced in December 2018 the approval of the Deputy Council of the Cultural Revolution Council to hire 10% of students in the Ministry of Education.

Students in eight fields of humanities (Arabic Department, Educational Affairs Instructor, Islamic Education Department, Elementary Education Department, Persian Literature Department, Social Sciences Department, History Department, Philosophy Department) could participate in the recruitment test and if accepted, they would be accepted in the same field. They were employed in education and teaching.

According to the report that was published in March 2021, the education of several thousand people, who are teachers of the literacy movement, clergy and seminary students, “sacrificing” families, and even some with ambiguous identities, was put on the agenda instead of the right-of-teaching teachers. According to the resolution of the Islamic Council, the Ministry of Education is obliged to use qualified teachers for recruitment.

Due to the fact that currently thousands of students have been employed in schools in different plans and approvals of the past years, now the path to the domination of more and more seminaries in the country’s universities has been paved with the new approval of the representatives of the Islamic Council.
