بازدید وزیر دفاع روسیه از تولیدات پهپادی و موشکی سپاه پاسداران؛ تأکید سرگئی شویگو بر افزایش همکاری‌ با جمهوری اسلامی

در شرایطی که رهبران غرب در جریان نشست مجمع عمومی سازمان ملل و حاشیه‌ی آن از جمهوری اسلامی خواسته‌اند پشتیبانی تسلیحاتی از روسیه را متوقف کند، وزیر خارجه روسیه به ایران رفته تا درباره سند همکاری‌‌های بلندمدت نظامی و دفاعی تهران و مسکو مذاکره کند.

شویگو صبح چهارشنبه دیدارهای جداگانه‌ای با محمدرضا آشتیانی وزیر دفاع و محمد باقری رئیس ستاد متشرک نیروهای مسلح جمهوری اسلامی داشت.

با وجود گزارش‌های متعدد درباره ارسال پهپادهای انتحاری و گلوله‌های جنگی از ایران به روسیه، وزیر دفاع این کشور گفته «ما با وجود مخالفت آمریکا و متحدان غربی‌ آن، طیف وسیعی از فعالیت‌های برنامه‌ریزی شده با ایران را در دستور کار داریم.»

وی می‌افزاید: «در حالی که تعامل روسیه و ایران در حال رسیدن به سطح جدیدی است، فشار تحریم‌ها بر روسیه و ایران بیهودگی آنها را نشان می‌دهد.»

آشتیانی وزیر دفاع جمهوری اسلامی نیز تجربه همکاری و مشارکت با روسیه در حوزه‌های مختلف را «موفق» ارزیابی کرد و گفت: «بطور قطع همکاری‌های دفاعی و نظامی دوجانبه در چارچوب صلح و امنیت بین‌الملل پیش خواهد رفت.»

تهران امیدوار بود با پایان تحریم‌های موشکی شورای امنیت در پاییز ۲۰۲۳ بتواند خرید و فروش تسلیحات نظامی را با محدودیت کمتر ادامه دهد اما سه قدرت اروپایی اعلام کرده‌اند قصد تمدید این تحریم‌ها را دارند.

وزیر دفاع جمهوری اسلامی با اشاره به توافقنامه برجام، عدم اتمام محدودیت‌های تسلیحاتی شورای امنیت را نقض آشکار تعهدات اروپا دانست و اظهار داشت: «بیانیه مغرضانه این کشورها مبنی بر عدم پایبندی ایران به تعهدات خود نیز یک دروغ بزرگ سیاسی و نشانه روشنی برای عدم اعتماد ملت ایران به آنهاست.» این در حالیست که رژیم ایران مفاد برجام را آشکارا زیر پا گذاشته و از جمله به غنی‌سازی اورانیوم و ذخیره‌ی آن با غلظتی چندین برابر توافق‌شده در برجام ادامه می‌دهد.

جمهوری اسلامی همچنین تهدید کرده در صورت تمدید تحریم‌های تسلیحاتی، این اقدام اروپایی‌ها را تلافی خواهد کرد. تحلیلگران معتقدند لغو مجوز دست‌کم هشت نفر از بازرسان و متخصصان آژانس بین‌المللی انرژی اتمی پیش‌دستی جمهوری اسلامی برای تلافی بیانیه‌های اروپا علیه جمهوری اسلامی است.

هرچند روس‌ها به ظاهر جمهوری اسلامی را شریک خود می‌دانند اما از ارائه تسلیحات نظامی استراتژیک به ایران از جمله هواپیماهای سوخو-۳۵ خودداری کرده‌اند. اگرچه تهران هنوز امیدوار است این هواپیماها را دریافت کند. فعلاً بجای این هواپیماهای پیشرفته رزمی، روسیه ۱۲ فروند هواپیمای آموزشی «یاک» به ایران ارسال کرده است.

شویگو یکی از فرماندهانی است که یوگنی پریگوژین فرمانده سابق مزدوران «واگنر» خواستار برکناری وی به دلیل بی‌لیاقتی در جنگ علیه اوکراین شده بود. ولادیمیر پوتین فعلاً شویگو را در رأس ارتش نگه داشته اما پریگوژین کمتر از یک ماه پیش در سقوط مشکوک هواپیما در اطراف مسکو کشته شد.

رژیم ایران ارسال پهپاد برای روسیه را مرتب انکار می‌کند. اما جوزپ بورل مسئول سیاست خارجی اتحادیه اروپا در جریان دیدار با حسین امیرعبداللهیان وزیر خارجه جمهوری اسلامی در حاشیه نشست مجمع عمومی سازمان ملل متحد در نیویورک بار دیگر از وی خواست همکاری نظامی ایران با روسیه متوقف شود.

On Wednesday morning, Shoigu had separate meetings with Defense Minister Mohammad Reza Ashtiani and Mohammad Bagheri, Chief of the Joint Staff of the Armed Forces of the Islamic Republic of Iran.

Despite the numerous reports about the sending of suicide drones and war bullets from Iran to Russia, the country’s defense minister said, “Despite the opposition of the United States and its Western allies, we have a wide range of planned activities with Iran on our agenda.”

He adds: “While the interaction between Russia and Iran is reaching a new level, the pressure of sanctions on Russia and Iran shows their futility.”

Defense Minister Ashtiani of the Islamic Republic also evaluated the experience of cooperation and partnership with Russia in various fields as “successful” and said: “Definitely, bilateral defense and military cooperation will proceed within the framework of international peace and security.”

Tehran hoped that with the end of the missile sanctions of the Security Council in the fall of 2023, it would be able to continue the purchase and sale of military weapons with less restrictions, but three European powers have announced that they intend to extend these sanctions.

Referring to the JCPOA, the Minister of Defense of the Islamic Republic of Iran considered the non-completion of the Security Council’s arms restrictions as a clear violation of Europe’s obligations and stated: “The biased statement of these countries that Iran does not adhere to its obligations is also a big political lie and a clear sign of lack of trust. Shoigu is one of the commanders that Yevgeny Prigozhin, the former commander of “Wagner” mercenaries, demanded to be removed due to his incompetence in the war against Ukraine. Vladimir Putin has kept Shoigu at the head of the military for now, but Prigozhin was killed less than a month ago in a suspicious plane crash near Moscow.

The Iranian regime constantly denies sending drones to Russia. However, during the meeting with Hossein Amirabdollahian, the Foreign Minister of the Islamic Republic of Iran, on the sidelines of the United Nations General Assembly in New York, EU foreign policy official Josep Burrell once again asked him to stop Iran’s military cooperation with Russia.
