جنبش مدنی به روشی از مقاومت گفته میشود که در آن شهروندان غیرمسلح از روشهایی نظیر اعتصاب، اعتراض، تظاهرات، نافرمانی مدنی و یا تحریم به منظور نیل به اهداف خود استفاده میکنند. جنبش مدنی برخلاف جنبشهای خشونتآمیز یا مسلحانه به مخالفان خود آسیب جسمی وارد نمیآورد.

کیهان نوین: دکتر «اریکا چنووت» استاد علوم سیاسی دانشگاه هاروارد در کتاب اخیر خود تحت عنوان «جنبشهای مدنی» به ارزیابی کارنامه جنبشهای مدنی در یکصد سال اخیر پرداخته است. تحقیقات وی که خلاصه آن در این کتاب آمده است، نشان میدهد که موثرترین روش برای تغییرات سیاسی و اجتماعی، جنبش یا مقاومت مدنی است.
– تحقیقات وی نشان میدهد در ۶۲۷ جنبش از سال ۱۹۰۰ تا ۲۰۱۶، میزان موفقیت جنبش مدنی دو برابر جنبشهای خشونتآمیز بوده است. به ویژه در ۵۰ سال اخیر میزان جنبشهای مدنی و موفقیت آنان در مقایسه با جنبشهای خشونتآمیز رو به افزایش است.
– سئوال مهمی که وی به دنبال آن است، علت این پدیده است. علت اصلی این پدیده، قدرت مردم است. مطالعات وی نشان میدهد که هیچ جنبش مدنی که حداقل ۳/۵ درصد افراد جامعه در آن شرکت کردهاند با شکست مواجه نشده است. میزان مشارکت مردمی در جنبشهای مدنی چهار برابر جنبشهای خشونتآمیز یا مسلحانه بوده است. جالب اینکه مشارکت مردمی در جنبشهای مدنی با همکاری طیف گستردهتری از افراد جامعه از لحاظ جنس، سن، جنسیت، نژاد و تفاوتهای دیدگاههای سیاسی و اجتماعی همراه بوده است.

نکته جالب دیگر این کتاب این است که جنبشهای مدنی در تثبیت صلح و دموکراسی به مراتب از جنبشهای خشونتآمیز موفقتر بودهاند. جنبشهای مدنی در مقایسه با جنبشهای خشونتآمیز، احتمال جنگ داخلی را به مراتب کمتر کردهاند.
این کتاب نشان میدهد که موفقیت جنبشهای مدنی به چهار عامل اصلی بستگی دارد:
اول، تعداد افراد شرکتکننده در جنبش است. جنبشهای مدنی با همکاری طیف وسیعی از افراد جامعه از لحاظ سن، جنس، قومیت و تفاوتهای اجتماعی و سیاسی همراه بودهاند. این تفاوتها منجر به قدرت اجتماعی جنبش شده است، بطوری که باعث ریزش در افراد گروه مخالف و طبقه حاکم به ویژه نیروهای امنیتی میشود.
دوم، ریزش افراد در نیروهای امنیتی و نظامی و انتظامی؛ به عنوان مثال در انقلاب۵۷ و یا جنبش مدنی در صربستان بسیاری از نیروهای امنیتی حاضر به شلیک علیه مردم نشدند، چون افراد خانواده و فرزندان خودشان را در میان مردم میدیدند و این عامل دوم موفقیت جنبشهای مدنی است.
سوم، ابتکار در روشهای مبارزه است. به علت تفاوتهای موجود در افراد مشارکتکننده در جنبش مدنی این جنبشها به ابتکار عمل برای موفقیت نیاز دارند. به عنوان مثال تنها تظاهرات روزانه گاهی مؤثر نیست. ابتکارهایی نظیر نافرمانی مدنی یا بایکوت اقتصادی به موفقیت جنبشهای مدنی کمک کرده است.
چهارم، ضرورت داشتن نظم و برنامه است. جنبشهای مدنی که با وجود چالشهای متعدد به هدف خود وفادار بوده و با پشتکار و تمرکز راهکارهای جدیدی را در طول زمان مقاومت خود ابداع کردهاند با موفقیتهای بیشتری همراه بودهاند.
اما هر جنبشی با وجود داشتن هر چهار عامل به سازماندهی و رهبری نیز برای موفقیت نیاز دارد.

The third is innovation in fighting methods. Due to the differences in the people participating in the civil movement, these movements need initiative to succeed. For example, only daily demonstrations are sometimes not effective. Initiatives such as civil disobedience or economic boycotts have contributed to the success of civil movements.
Fourth, it is necessary to have order and plan. The civil movements that have been loyal to their goal despite many challenges and have developed new solutions with persistence and focus during their resistance have been associated with more success.
But any movement, despite having all four factors, also needs organization and leadership for success.
