مرکز پژوهشهای مجلس شورای اسلامی در گزارشی از ۹۱۱ هزار و ۲۷۲ دانشآموز بازمانده از تحصیل و ۲۷۹ هزار دانش آموز ترک تحصیل کرده در ایران خبر داده است. این گزارش هولناک نشان میدهد طی ۶ سال تعداد دانشآموزان بازمانده از تحصیل در کشور بیشتر از ۱۷ درصد افزایش پیدا کرده که اصلیترین دلیل آن «فقر» است.

در مناطق محروم کشور مانند سیستان و بلوچستان و کهگلویه و بویر احمد عدم دسترسی دانشآموزان ساکن روستاها به مدرسه، و همچنین کمبود فضای آموزشی برخی دانشآموزان را از تحصیل محروم میکند.
تازهترین گزارش مرکز پژوهشهای مجلس شورای اسلامی با ارائه آماری از دانشآموزان اعلام کرده که تعداد دانشآموزان بازمانده از تحصیل در سال تحصیلی ۱۴۰۱-۱۴۰۰ معادل ۹۱۱ هزار و ۲۷۲ کودک و نوجوان بوده و بیش از ۲۷۹ هزار دانش آموز ترک تحصیل کردهاند. این ارقام نشان میدهد طی ۶ سال تعداد دانشآموزان بازمانده از تحصیل در کشور بیشتر از ۱۷ درصد افزایش پیدا کردهاند.
پنج استان سیستان و بلوچستان، آذربایجان غربی، خراسان رضوی، خراسان شمالی و گلستان بیشترین فراوانی نســبی بازماندگان از تحصیل را دارند.
در گزارش مرکز پژوهشهای مجلس شورای اسلامی آمده که «علیرغم سیاستگذاری مکرر در قبل و بعد از انقلاب در خصوص پوشش کامل تحصیلی و جذب همه کودکان بازمانده از تحصیل، این اهداف تحقق نیافته و تعداد ۹۱۱ هزارو ۲۷۲ کودک لازمالتعلیم در سال تحصیلی ۱۴۰۱-۱۴۰۰ از تحصیل بازماندهاند و تعداد ۲۷۹ هزارو ۱۹ دانشآموز در ســال تحصیلی ۱۴۰۱-۱۴۰۰ ترک تحصیل کردهاند.»
در گزارش مرکز پژوهشهای مجلس آمده که از سال تحصیلی ۱۳۹۵-۱۳۹۴ تا سال تحصیلی ۱۳۹۹-۱۳۹۸ تنها ۱۷۸ هزارو ۲۳۸ دانشآموز به چرخه تحصیل برگشتهاند که این آمار کمتر از ۵ درصد کل دانشآموزان بازمانده از تحصیل در این بازه زمانی است.
وبسایت «خبرآنلاین» با انتشار آمار کودکان بازمانده از تحصیل نوشته که گزارش مرکز پژوهشهای مجلس شورای اسلامی نشان میدهد «دست بسیاری از کودکان و نوجوانان به حق تحصیل نمیرسد.»
سالانه گزارشهای مختلفی از ترک تحصیل دانشآموزان و بازماندگان از تحصیل منتشر میشود که به دلایلی چون فقر، اعتیاد و طلاق والدین، بدسرپرستی یا نداشتن سرپرست مؤثر، ازدواج زودهنگام، مشکلات جسمی، فقر فرهنگی، مهاجرت و… امکان آغاز یا ادامه تحصیل را از دست میدهند.
بر اساس تعاریف، کودکان بازمانده از تحصیل کودکانی هستند که به دلیل تبعیض طبقاتی، تبعیض جنسیتی، فقر فرهنگی و سایر محدودیتها و محرومیتها از تحصیل بازماندهاند؛ کودکانی با گروه سنی ۶ تا ۱۸ سال که با وجود اینکه نیازمند رفتن به مدرسه هستند، اما بهدلایل مختلفی در هیچیک از مقاطع تحصیلی مشغول به تحصیل نیستند.
افزایش فقر، بیکاری و گرانی ازمهمترین دلایل افزایش شمار دانشآموزان بازمانده از تحصیل است وبسیاری از آنها برای کمک به تأمین هزینههای زندگی مجبور به ترک مدرسه و پایان دادن به ادامه تحصیل شدهاند. از سوی دیگر شیوع کرونا و عدم دسترسی دانشآموزان تنگدست به ابزارهای آموزش آنلاین، مانند موبایل و تبلت و اینترنت، سبب موجی دیگر از ترک تحصیل در ایران شد.
از سوی دیگر در مناطق کمبرخوردار کشور مانند سیستان و بلوچستان و کهگلویه و بویر احمد عدم دسترسی دانشآموزان ساکن روستاها به مدرسه، و همچنین کمبود فضای آموزشی برخی دانشآموزان را از تحصیل محروم میکند.
سرانه فضاهای آموزشی کشور نیز در سالهای تحصیلی ۱۳۹۵ تا ۱۴۰۰ از ۱۷/۵ مترمربع به ۲۲/۵ مترمربع رسیده است. سرانه فضای آموزشی دانشآموزان مقطع ابتدایی در همین بازه زمانی سهم بیشتری بین مقاطع تحصیلی داشتهاند. در همین سال تحصیلی گذشته سهم مقاطع تحصیلی ابتدایی از این سرانه ۲/۵۷، متوسطه اول ۸/۱۸ و متوسطه دوم ۰/۲۴ درصد بوده است.
این موضوع زمانی بحران موجود در زمینه فضای آموزشی را پررنگ میمیکند که در طرح «مولدسازی» که جمهوری اسلامی در حال اجرای آنست قرار است چند هزار مدرسه نیز فروخته شود. بر اساس این طرح دولت بخشی از اموال عمومی را به مزایده گذاشته و میفروشد تا کسری بودجه نظام جبران شود. در فهرست ناقص منتشر شده از املاکی که قرار است به فروش برسد چند هزار مدرسه نیز وجود دارد!
معصومه نجفی پازوکی معاون آموزش ابتدایی وزارت آموزش و پرورش به تازگی در یک نشست خبری اعلام کرده بود که «ابتدای سال تحصیلی جاری آمار متولدین شش تا ۱۱ سال از سوی سازمان ثبت احوال اعلام شد و سامانه سیدا نیز تعداد دانش آموزان ثبتنام شده در مدارس را اعلام کرد و آمارها حاکی از آن بود که ۲۰۴ هزار و ۳۱۲ نفر بازمانده از تحصیل هستند.»
به گفته معصومه نجفی پازوکی «۲۰ دلیل برای عدم حضور دانشآموزان در مدارس مشخص شده که فوت کودک، تحصیل در منطقه دیگر، ابتلا به بیماری صعب العلاج یا فقر خانواده از این جمله است. به عنوان مثال ۹۶ نفر ازدواج کردهاند که نمیتوانند به مدرسه بروند، ولی ما میتوانیم نزد آنها رفته و بسته آموزشی ارائه کنیم. البته سن دانشآموزان ازدواج کرده بالای ۱۲ سال است.»
آمار ارائه شده از سوی معاون آموزش ابتدایی وزارت آموزش و پرورش صرفاً برای کودکان تا ۱۱ سال است. گزارش مرکز پژوهشهای مجلس اما با محاسبه تمام ردههای سنی تا آموزش متوسطه دوم ، تعداد ۹۱۱ هزارو ۲۷۲ دانشآموز در سال تحصیلی ۱۴۰۰-۱۴۰۱ از تحصیل بازماندهاند. مجموع کودکان بازمانده از تحصیل و ترک تحصیل کرده نشان میدهد حدود یک میلیون و ۲۰۰ هزار کودک و نوجوان در سراسر کشور از حق تحصیل محروم ماندهاند!
علیرضا عبدی رئیس سازمان نهضت سوادآموزی نیز امرداد امسال با هشدار نسبت به تبعات افزایش تعداد جمعیت بازمانده از تحصیل گفته بود که «امروز آسیبی که از گروه بازماندگان از تحصیل متحمل میشویم ۹ برابر جمعیت جامانده از تحصیل است. گروه بازمانده از تحصیل جمعیت کمی دارد، اما آسیبهای خیلی جدی برای جامعه به وجود آوردهاند.»
از سوی دیگر در کنار کودکانی که پس از شیوع بیماری کرونا و اختلال در وضعیت معیشتی خانواده از تحصیل دور ماندهاند، باید کودکان مهاجر افغانستانی را هم در نظر داشت که پس از استقرار طالبان در آن کشور از تابستان ۲۰۲۱، تعدادشان در ایران بیشتر شده و تحت فشارهای چندجانبه سیاسی، اقتصادی، فرهنگی و کرونا، شرایط پیچیدهتری دارند.
همچنین کودکانی که به هر دلیل فرصت تجربه کافی برای حضور در محیطهای آموزشی ندارند، به دلیل اینکه پیش از رشد عقلی و آموزشهای لازم وارد «بازار کار» میشوند، در کمین انواع آسیبهای اجتماعی و جرائم از اعتیاد و سرقت و حتی قتل و البته مشکلات روحی و روانی قرار دارند.
