سفر ابراهیم رئیسی به آمریکای لاتین؛ شراکت ملاها و سپاه پاسداران با دولت‌های چپگرایی که «آه در بساط ندارند»

جمهوری اسلامی و ونزوئلا روز سه‌شنبه ۲۳ خرداد در جریان سفر ابراهیم رئیسی به کاراکاس ۱۹ قرارداد همکاری امضا کردند که بخشی از آنها در حوزه امنیتی و نظامی است. در این سفر وزرای خارجه، دفاع، بهداشت و فرهنگ و‌ ارشاد اسلامی نیز همراه رئیسی بودند.

همچنین ادعا شد حجم تجارت سالانه بین ایران و ونزوئلا قرار است از سه میلیارد دلار فعلی به ۱۰ میلیارد دلار در مرحله اول برسد و در مرحله بعدی تا ۲۰ میلیارد دلار افزایش پیدا کند اما چارچوب زمانی برای آن تعیین نشد.

The Islamic Republic and Venezuela signed a cooperation agreement on Tuesday, June 14, during Ibrahim Raisi’s visit to Caracas, 19 of which are in the security and military fields. In this trip, the ministers of foreign affairs, defense, health and culture and Islamic guidance were also with Raisi.

It was also claimed that the annual trade volume between Iran and Venezuela is going to increase from the current three billion dollars to 10 billion dollars in the first phase and increase to 20 billion dollars in the next phase, but the time frame for it was not determined.

این روزنامه در گزارشی با عنوان «دیپلماسی برد– برد در حیاط‌ خلوت آمریکا» سفر رئیسی به کاراکاس را «مهم و اثرگذار» دانسته و ادعا کرده این سفر «می‌تواند عمق نفوذ ایران» را گسترش دهد و ارتباط میان «ملّت ایران» با ملّت‌های آمریکای لاتین را تقویت کند.
رژیم ایران منزوی‌ و بحران‌زده هزاران کیلومتر دورتر به دنبال افزایش «عمق استراتژیک در حیاط خلوت آمریکا» و شراکت با رژیم‌های چپگرای بحرانی است اما همزمان در منطقه کنفرانس تجاری کشورهای عربی با چین در ریاض برای جذب صدها میلیارد دلار سرمایه در جریان است.
برخی تحلیلگران می‌گویند این سفر بیشتر از آنکه منافع تجاری داشته باشد «نمایش وحدت کلمه»‌ی ضدامپریالیستی در مقابل آمریکاست تا نشان دهند منزوی نیستند.
-روابط تجاری با کشورهای آمریکایی لاتین برای رژیم ایران عایدی نداشته است. سال ۲۰۰۸ در زمان محمود احمدی‌نژاد که روابط نزدیکی با هوگو چاوز داشت اعلام شد حجم روابط اقتصادی دو کشور ۴ میلیارد دلار است. حالا با گذشت ۱۸ سال گفته می‌شود این حجم به ۳ میلیارد دلار رسیده است!

رئیسی که به دلیل جنایاتش به «قاضی مرگ» مشهور است در سخنانی با تأکید بر اینکه «نظم نوین جهانی» در حال رقم خوردن است گفت: «در این نظم جدید کشورهای مستقل مثل ایران و ونزوئلا، جایگاه اصلی را خواهند داشت و قدرت‌های سلطه‌گر و استکباری افول خواهند کرد!» وی همچنین تأکید کرد «ونزوئلا می‌تواند از تجارب ایران برای تبدیل تهدید به فرصت استفاده کند» که البته اشاره‌اش به دور زدن تحریم‌هاست که جواد ظریف وزیر خارجه پیشین گفته بود جمهوری اسلامی در آن تخصص در حد «دکترا» دارد!

در شرایطی که رژیم ایران برای معامله با آمریکا لحظه‌شماری می‌کند و علی خامنه‌ای نیز چراغ سبز نشان داده که «توافق عیبی ندارد»، رئیسی در دفتر یادبود آرامگاه سیمون بولیوار، مبارز آزادیخواه ونزوئلایی در اوایل قرن نوزدهم، متنی نوشت و در آن از مردم ونزوئلا خواست در برابر آمریکا ایستادگی کنند.

سفر رئیس دولت جمهوری اسلامی به ونزوئلا یک سال و یک روز پس از سفر نیکلاس مادورو به تهران انجام شد. طرفین اعلام کرده بودند به دنبال امضای «سند همکاری ۲۰ ساله» هستند.

رئیسی پس از ترک ونزوئلا به نیکاراگوئه سفر کرد و در شهر ماناگوآ مورد استقبال دانیل اورتگا رئیس‌ جمهوری اسبق و کنونی این کشور قرار گرفت.

رئیسی همان حرف‌ها را دوباره در اینجا هم تکرار کرد و گفت: «استقلال‌خواهی، آزادیخواهی و عدالت‌طلبی وجه مشترک انقلاب‌های مردم ایران و نیکاراگوئه است.» او دموکراسی و حقوق بشر غربی‌ها را «دروغین» خواند و گفت: «غربی‌ها به ویژه آمریکایی‌ها باید به نظام‌های برآمده از رأی مردم احترام بگذارند، اما برعکس عمل می‌کنند.»

اورتگا نیز به تعریف و تمجید از قاسم سلیمانی پرداخت و حذف او توسط آمریکا در دولت دونالد ترامپ را «جنایت» خواند.

سفر بعدی رئیسی به هاوانا پایتخت کوبا خواهد بود. منابع حکومتی در ایران می‌نویسد جمهوری اسلامی با ونزوئلا، کوبا و نیکاراگوئه منافع مشترک دارد که محور آن «مقابله با آمریکا و حمایت از نظام چندقطبی» است. واقعیت اما این است که هر چهار حکومت تحت نفوذ روسیه قرار دادند و از این نظر همچنان در همان «اردوگاه شرق»  هستند.

اینهمه در حالیست که رژیم ایران منزوی‌ و بحران‌زده هزاران کیلومتر دورتر به دنبال افزایش «عمق استراتژیک در حیاط خلوت آمریکا» و شراکت با رژیم‌های چپگرای بحرانی تلاش می‌کند اما همزمان بغل گوش  ایران، کنفرانس تجاری کشورهای عربی با چین در ریاض برای جذب صدها میلیارد دلار سرمایه در جریان است.

واقعیت اینست که تا کنون هم روابط تجاری با کشورهای آمریکای لاتین برای جمهوری اسلامی عایدی نداشته و این همواره سرمایه مردم ایران بوده که به سوی این کشورها به ویژه ونزوئلا سرازیر شده است. در سال ۲۰۰۸ زمانی که محمود احمدی‌نژاد روابط نزدیکی با هوگو چاوز، که مدتی بعد بر اثر ابتلا به سرطان درگذشت، داشت اعلام شد حجم روابط اقتصادی دو کشور ۴ میلیارد دلار است. حالا با گذشت ۱۸ سال گفته می‌شود این حجم به ۳ میلیارد دلار رسیده است!

ونزوئلا سال‌هاست به بهشت «قرارگاه خاتم‌النبیاء» سپاه پاسداران انقلاب اسلامی و شرکت‌های وابسته به رژیم برای ساخت و ساز تبدیل شده که پروژه‌هایی مثل توسعه پالایشگاهی و تقویت خطوط اتومبیل‌سازی و همچنین خانه‌سازی را پیش می‌برده‌اند. اما به اعتقاد کارشناسان اقتصادی این کشور نتوانسته به عنوان شریک قابل توجه کمکی به اقتصاد ایران کند و صرفاً منافع جریان‌های مافیایی سپاه و شرکت‌های خودی را تأمین کرده است. سطح داد و ستد اقتصادی تجّار ایرانی در سایر کشورهای آمریکای لاتین نیز آنقدر محدود است که حتا در بعضی موارد با وجود توافق همکاری و امضای سند بیشتر از آنکه سوددهی داشته باشد به دلایل مسائلی از جمله بُعد مسافت و تحریم‌ها بیشتر زیان به بار آورده است.

Raisi traveled to Nicaragua after leaving Venezuela and was welcomed by former and current President Daniel Ortega in Managua.

Raisi repeated the same words here and said: “The desire for independence, freedom and justice are the common features of the revolutions of the people of Iran and Nicaragua.” He called the democracy and human rights of Westerners “false” and said: “Westerners, especially Americans, should respect the systems based on people’s votes, but they are doing the opposite.”

Ortega also praised Qasem Soleimani and called his removal by the US in Donald Trump’s administration a “crime”.

Raisi’s next trip will be to Havana, the capital of Cuba. Government sources in Iran write that the Islamic Republic has common interests with Venezuela, Cuba, and Nicaragua, the focus of which is “combating America and supporting the multipolar system.” The fact is that all four governments were under the influence of Russia and in this sense they are still in the same “eastern camp”.

All this while the isolated and crisis-ridden Iranian regime thousands of kilometers away is trying to increase the “strategic depth in America’s backyard” and to partner with critical leftist regimes, but at the same time Iran is listening to the trade conference of Arab countries with China in Riyadh to attract hundreds of billions of dollars.
