تاکید دوباره بر اعلام سپاه پاسداران انقلاب اسلامی به عنوان یک سازمان تروریستی

در یک نشست خبری در تالار پارلمان کانادا در اُتاوا در روز دوشنبه ۱۲ ژوئن ۲۰۲۳، نمایندگانی از جامعه کانادایی‌های ایرانی‌تبار درباره فاجعه‌ی ساقط کردن هواپیمای اوکراینی توسط پدافند هوایی سپاه پاسداران انقلاب اسلامی و‌ نیز گنجاندن این تشکیلات در فهرست سازمان‌های تروریستی بین‌المللی سخنانی ایراد کردند.

In a press conference at the Canadian Parliament Hall in Ottawa on Monday, June 12, 2023, representatives of the Iranian-Canadian community spoke about the downing of the Ukrainian plane by the Islamic Revolutionary Guard Corps air defense and the inclusion of this organization in the list of international terrorist organizations.

کیهان نوین: در نشست خبری در تالار پارلمان کانادا در اتاوا نمایندگانی از جامعه کانادایی‌های ایرانی‌تبار از جمله اردشیر زارع‌زاده و آویده مطمئن‌فر درباره فاجعه‌ی ساقط کردن هواپیمای اوکراینی توسط پدافند هوایی سپاه پاسداران انقلاب اسلامی و‌ نیز گنجاندن این تشکیلات در فهرست سازمان‌های تروریستی بین‌المللی سخنانی ایراد کردند.

این نشست در حالی برگزار شده که بسیاری از مسائل مربوط به سقوط هواپیما طی این حمله موشکی همچنان حل نشده و آمران و عاملان اصلی آن به دست عدالت سپرده نشده‌اند.

دکتر آویده مطمئن‌فر رییس شوراى کانادایی‌هاى ایرانى‌تبار یکى از سخنرانان این نشست بود که به همین موضوع پرداخت و از جمله گفت پنج سال از زمان ارائه و تصویب پیشنهادى براى جلوگیرى از فعالیت‌هاى بدخواهانه جمهورى اسلامى و سپاه پاسداران در کانادا مى گذرد اما هنوز به اجرا در نیامده و دولت کانادا به وعده خود براى اعلام سپاه پاسداران انقلاب اسلامى به عنوان یک سازمان تروریستى عمل نکرده است. دولت درباره سرنگونى هواپیماى اوکراینی  نیز حرف‌های زیادی زده اما کارى انجام نداده است و خانواده‌هاى قربانیان همچنان در انتظار اجراى عدالت هستند.

دکتر آویده مطمئن‌فر در ادامه سخنرانى در نشست خبرى در پارلمان کانادا در اُتاوا، به گسترش تظاهرات اعتراضى، اعتصابات و دیگر شکل‌هاى اعتراضات اجتماعى در ایران طی چند ماه گذشته اشاره کرد و گفت «ما بار دیگر از دولت کانادا مى‌خواهیم به وعده خود عمل کند، یک موضع اصولى علیه تروریست‌هاى سپاه پاسداران برگزیند، تحریم‌هاى قانون ماگنیتسکى را علیه مقامات جمهورى اسلامى به دلیل نقض حقوق انسانى مردم ایران برقرار سازد و پرونده تحقیقات جنائى در مورد ساقط کردن هواپیماى اوکراینى را بگشاید.»

سخنران بعدى در این نشست خبرى، اردشیر زارع‌زاده مدیر مرکز بین‌المللى حقوق بشر در کانادا بود که نخست از قانونگذاران حامى اعلام سپاه پاسداران به عنوان یک تشکیلات تروریستى سپاسگزارى کرد و گفت «ما سعى داریم دولت کانادا را مسئول بدانیم و مى پرسیم چرا در تروریستى نامیدن سپاه تعلل می‌کند.»

اردشیر زارع‌زاده تصریح کرد «دولت کانادا باید سپاه پاسداران انقلاب اسلامی را یک تشکیلات تروریستى اعلام کند زیرا کاملا در تعریف قوانین ضدتروریست کانادا از تروریسم مى گنجد. سپاه آگاهانه و به عمد از خشونت استفاده مى‌کند و با وحشت‌آفرینى سعى دارد به هدف‌هاى سیاسى و عقیدتى خود برسد.»

شمارى از قانونگذاران کانادایی نیز خواهان شدت عمل دولت در برخورد با سپاه پاسداران انقلاب اسلامی شده‌اند.
کوین یونگ از جمله آنهاست که پرسید دولت لیبرال چگونه مى‌تواند از کانادائی‌هاى ایرانى‌تبار حفاظت کند؟ آیا لازم است کسى صدمه ببیند یا بلاى دیگرى سرش بیاید تا دولت متوجه تهدید سپاه پاسداران بشود؟

پیشتر راتنا امیدوار عضو سناى کانادا اعلام کرده بود که پیشنهاد او براى گنجاندن سپاه پاسداران انقلاب اسلامى  در فهرست سازمان‌هاى تروریستى تصویب شده است.

سناتور امیدوار یادآور شده بود که «دامنه جنایت‌هاى رژیم اسلامى و سپاه پاسداران از مرزهاى ایران فراتر مى‌رود» و در همین ارتباط به نقش سپاه پاسداران در تهاجم نظامی روسیه علیه اوکراین اشاره کرد. این سناتور همچنین گفت که جمهوری اسلامی ایران و سپاه پاسداران با حمایت از حزب‌الله لبنان و حماس در فلسطین موجب بى‌ثباتى منطقه شده‌اند.

در ژوئن ٢٠١٨ پارلمان کانادا پیشنهاد مشابه دیگرى را تصویب کرد، اما دولت آنرا دنبال نکرد.

کانادا تا کنون فقط «نیروی قدس» شاخه برون‌مرزی سپاه پاسداران انقلاب اسلامی را یک نهاد تروریستی شناخته اما مایل نبوده است تمامیت این تشکیلات نظامی و ایدئولوژیک را یک سازمان تروریستی خارجی معرفی کند.

یکشنبه گذشته، ۱۱ ژوئن، در اُتاوا ده‌ها نفر از جمله چند عضو پارلمان کانادا در یک گردهمائی که مرکز بین‌المللی حقوق بشر در این کشور با مشارکت شورای کانادایی‌های ایرانی‌تبار و سازمان یهودی حقوق بشری «بنای بریث- کانادا» در مقابل بنای پارلمان در پایتخت این کشور ترتیب داده بودند شرکت کردند.

در میانه تجمع، سه حامی‌سپاه پاسداران انقلاب اسلامی به حاضران حمله کردند و در صدد برهم زدن گردهمایی برآمدند. پلیس برای متفرق کردن آنها وارد عمل شد.

در این گردهمایی، اردشیر زارع‌زاده مدیر مرکز بین‌المللی حقوق بشر در کانادا، دکتر آویده مطمئن‌فر رییس شورای کانادایی- ایرانی، مهر زاد زارعی پدر آراد زارعی که در حادثه ساقط کردن هواپیمای اوکراینی توسط سپاه پاسداران کشته شد، و سه عضو پارلمان کانادا سخن گفتند و بر اهمیت شناسایی سپاه پاسداران به عنوان یک گروه تروریستی تاکید کردند.

And the Canadian government has not fulfilled its promise to declare the IRGC as a terrorist organization. The government has talked a lot about the downing of the Ukrainian plane, but has not done anything, and the families of the victims are still waiting for justice.

Continuing his speech at a press conference at the Canadian Parliament in Ottawa, Dr. Avideh Zahidfar pointed out the spread of protest demonstrations, strikes and other forms of social protests in Iran over the past few months and said, “We once again ask the Canadian government to fulfill its promise. “Choose a principled position against the IRGC terrorists, establish the Magnitsky Act sanctions against the authorities of the Islamic Republic for violating the human rights of the Iranian people, and open the criminal investigation case regarding the downing of the Ukrainian plane.”

The next speaker in this press conference was Ardeshir Zarezadeh, the director of the International Center for Human Rights in Canada, who first thanked the legislators who supported the declaration of the IRGC as a terrorist organization and said, “We are trying to hold the Canadian government responsible and we ask why it is called a terrorist organization.” “The army is procrastinating.”

Ardeshir Zarezadeh stated, “The Canadian government should declare the Islamic Revolutionary Guard Corps as a terrorist organization because it is fully included in the definition of terrorism in Canada’s anti-terrorist laws. The IRGC consciously and deliberately uses violence and tries to achieve its political and ideological goals by creating terror.

A number of Canadian legislators have also called for the government’s strict action in dealing with the Islamic Revolutionary Guard Corps.
Kevin Young is one of them who asked how the liberal government can protect Canadians of Iranian descent? Is it necessary for someone to be hurt or something else to happen for the government to realize the threat of the IRGC?

Earlier, Canadian Senate member Ratna Omidre announced that her proposal to include the Islamic Revolutionary Guard Corps in the list of terrorist organizations was approved.

The hopeful senator reminded that “the scope of the crimes of the Islamic regime and the Revolutionary Guards go beyond the borders of Iran” and in this connection he pointed to the role of the Revolutionary Guards in the Russian military invasion against Ukraine. This senator also said that the Islamic Republic of Iran and the IRGC have caused instability in the region by supporting Lebanon’s Hezbollah and Hamas in Palestine.

In June 2018, the Canadian Parliament passed another similar proposal, but the government did not follow it.

Until now, Canada has recognized only the Quds Force, the overseas branch of the Islamic Revolutionary Guard Corps, as a terrorist organization, but it has not been willing to introduce the entirety of this military and ideological organization as a foreign terrorist organization.

Last Sunday, June 11, in Ottawa, dozens of people, including several members of the Canadian Parliament, in a gathering organized by the International Center for Human Rights in this country with the participation of the Council of Canadians of Iranian descent and the Jewish human rights organization “Braith-Canada” in front of the Parliament building in the capital of this country. The country had arranged to participate.

In the middle of the gathering, three supporters of the Islamic Revolutionary Guard Corps attacked the attendees and tried to disrupt the gathering. The police intervened to disperse them.

In this gathering, Ardeshir Zarezadeh, the director of the International Center for Human Rights in Canada, Dr. Avide Zarezadeh, the head of the Canadian-Iranian Council, Mehrzad Zaree, the father of Arad Zaree, who was killed in the downing of the Ukrainian plane by the Revolutionary Guards, and three members of the Canadian Parliament spoke. They emphasized the importance of identifying the IRGC as a terrorist group.
