تبلیغات دولت برای تصویب لایحه‌ی ناکارآمد بودجه در مجلس شورای اسلامی

دبیر کمیسیون اقتصادی مجلس شورای اسلامی گفته که دولت ابراهیم رئیسی با «پروپاگاندا» مجلس را مجبور به پذیرش بودجه ۱۴۰۲ کرده است.

دبیر کمیسیون اقتصادی مجلس گفته که دولت با توافقی در سطح سران، بررسی بودجه را به مجلس سپرد و ما هم ناراضی هستیم از اینکه کل مجلس نادیده گرفته می‌شود و یکی دو نفر تصمیم می‌گیرند.
عضو هیئت رئیسه کمیسیون کشاورزی مجلس نسبت به خطر افتادن امنیت غذایی در بودجه سال آینده و اعتراضاتی که در پی آن شکل خواهد گرفت هشدار داده است.

غنی نظری خانقاه دبیر کمیسیون اقتصادی مجلس شورای اسلامی با انتقاداتی از شیوه تنظیم بودجه از سوی دولت رئیسی گفته که «بزرگترین نقطه ضعف بودجه امسال این است که هزینه‌ها بالا رفته، اما تملک دارایی‌های سرمایه دو درصد کاهش پیدا کرده است. اگر بخواهیم کشور را بسازیم باید کار عمرانی مانند راه، جاده، کشاورزی و توسعه فناوری انجام دهیم وگرنه امکان‌پذیر نخواهد بود.»

به گفته غنی نظری خانقاه، «ارائه لایحه بودجه بدون ارائه برنامه هفتم توسعه از ایرادهای قانونی بوده که دولت رئیسی با پروپاگاندای مجلس توانسته این روند غیرقانونی را به مجلس تحمیل کند.» او توضیح داده که «من شخصاً مخالف بررسی بودجه قبل از ارائه برنامه توسعه هفتم بودم. به اعتقاد من، اول باید برنامه و راهکار ارائه و راهور مشخص شود بعد بودجه بررسی شود، اما دولت با این پروپاگاندا که اگر بررسی بودجه به تعویق بیفتد کشور می‌خوابد، مجلس را وادار به بررسی بودجه کرد.»

دبیر کمیسیون اقتصادی مجلس شورای اسلامی افزوده که «دولت با توافقی در سطح سران، بررسی بودجه را به مجلس سپرد و از این‌ رو، ما هم ناراضی هستیم از اینکه کل مجلس نادیده گرفته می‌شود و یکی دو نفر تصمیم می‌گیرند. اصولاً باید اول برنامه ارائه می‌شد و بعد به بودجه‌بندی می‌پرداختیم. اینکه بدانیم مانیفست، برنامه و راهکار و ریل دولت در پنج سال آینده چیست، لازم بود تا بر اساس آن بودجه تخصیص یابد. الان هم خنده‌دار است که می‌گویند بودجه بر اساس برنامه نوشته شده است، باید گفت کدام برنامه؟»

همچنین به گفته غنی نظری خانقاه «الان برنامه ششم توسعه را در بودجه به مدت شش ماه تمدید کردند. این شبیه آن است که کودکی، والدینش را تربیت کند و به جای اینکه والدین در مدرسه گزارش غیبت فرزندشان را بدهند، دانش‌آموز به مدرسه بگوید پدرم امروز نتوانست به مدرسه بیاید. دقیقاً همین است یک موضوع کوچک واسطه یک موضوع بزرگتر می‌شود، یعنی ظرف و مظروف به هم می‌ریزد؛ شبیه به همین که دولت، برنامه را در بودجه تمدید کرد.»

موضوع افزایش حقوق کارکنان دولت نیز موضوع دیگری است که از سوی دبیر کمیسیون اقتصادی مجلس شورای اسلامی مورد اشاره قرار گرفته است: «ما قبلاً گفتیم که افزایش حقوق متناسب با بند ب ماده ۲۸ انجام شود، اما انجام ندادند. فقط ۱۰ درصد افزایش داشت و بعد ناچار شدند ۲۰ درصد دیگر اضافه کنند که در مجموع ۳۰ درصد شد. امسال هم اگر همان ۳۰ درصد می‌شد، باز قابل قبول بود. قطعاً به این موضوع می‌رسند که مجبور می‌شوند در مهرماه الحاقیه دهند، زیرا ادامه حیات کارمندان با این حقوق و تورم غیرممکن است.»

رحیم زارع سخنگوی کمیسیون تلفیق لایحه بودجه ۱۴۰۲ هم درباره افزایش حقوق کارکنان دولت گفته که «دولت میانگین ۲۰درصد افزایش حقوق را برای کارکنان در بودجه در نظر گرفته اما برخی از نمایندگان معتقدند که مثلا حقوق های بالای ۲۰ میلیون تومان درصد کمتری افزایش پیدا کند و حقوق‌های کمتر از ۱۲ تا ۱۳ میلیون، درصد افزایش بیشتری داشته باشد.»

کلیات بودجه ۱۴۰۲ در مجلس شورای اسلامی تصویب شده و برخی جزییات از سوی نمایندگان در حال بررسی است. با اینهمه انتقادهای زیادی درباره آن مطرح شده که اکثر ایرادها به کسری بودجه عملیاتی به دلیل ناترازی درآمدها و هزینه‌ها است. بر اساس آنچه روی کاغذ نوشته شده و حتی اگر همه درآمدهای تخیلی گنجانده شده در لایحه بودجه تحقق پیدا کند، باز هم هزینه‌های بودجه حدود ۴۰۰ هزار میلیارد تومان از درآمدها بیشتر است.

ذبیح‌الله اعظمی ساردویی عضو هیئت رئیسه کمیسیون کشاورزی مجلس نسبت به خطر افتادن امنیت غذایی در بودجه سال آینده و اعتراضاتی که در پی آن شکل خواهد گرفت هشدار داده است.

ذبیح الله اعظمی ساردویی گفته که «با این بودجه‌ای که مقرر کرده‌اند باید فاتحه کشاورزی را خواند. برای اولین‌بار نام محیط زیست در تبصره ۸ اضافه شده است که اقدام خوبی است، اما اگر تورم را در نظر بگیریم این میزان بودجه، خیلی موثر نخواهد بود. در بخش آب هم سال قبل بودجه را تقویت کردیم و امسال هم بودجه قابل توجهی مقرر شده است. اما بخش‌هایی از جیب کشاورز هزینه می‌شود یعنی وقتی بر اساس کنترل هوشمند اضافه آب مصرف می‌کند از او گرفته و در جای دیگر هزینه می‌کنیم که قابل قبول نیست.»

عضو هیئت رئیسه کمیسیون کشاورزی مجلس گفته که «در بخش کشاورزی وضعیت بودجه اسفناک است مثلا الگوی کشت، یارانه نان، بخش آبخیزداری و آبیاری نوین تحت فشار و کانال‌های زهکشی زیر سد‌ها و … به اندازه‌ای این اعداد و ارقام پایین و نامناسب است که من فکر می‌کنم کمیسیون امیدش را نسبت به بخش کشاورزی از دست داده است.»

این نماینده بودجه فرهنگی کشور بیش از ۱۰۰ درصد رشد داشته است هرچند حوزه فرهنگی کشور یکی از مباجث مهم کشور است و باید افزایش بودجه داشته باشد، اما اگر فکر کنیم مشکلات و اعتراضات مردم ریشه فرهنگی دارد، درست نیست چراکه مسئله اصلی مشکلات مردم به سفره و معیشت آن‌ها باز می‌گردد و جامعه ما خصوصا قشر جوان مشکل اشتغال و معیشت دارند که باید فکر اساسی بر این مسئله کرد. همچنین نباید فراموش کرد که ما با تورم شدیدی در کشور مواجه هستیم بنابراین افزایش ۲۰ درصدی حقوق‌ها هم با وجود تورم بیش از ۴۰ درصد، عادلانه نیست.

ذبیح‌‌الله اعظمی ساردویی نیز افزایش درآمدها را با توجه به تورم ۴۰ – ۵۰ درصدی عادلانه ارزیابی نکرده و گفته که «بانک کشاورزی نزدیک به ۱۵ هزار میلیارد تومان به دولت برای پرداخت تسهیلات کشاورزی و… کمک کرد و قرار بود وزارت جهاد کشاورزی از تملک دارایی که می‌فروشد، در بانک کشاورزی سرمایه‌گذاری کند که این کار انجام نشد و برای سال آینده هم مشخص نیست این کار انجام شود یا نه! بنابراین عملا بانک کشاورزی که بانک تخصصی است، در سال آینده هیچ حمایتی از بخش کشاورزی برای ارائه تسهیلات به کشاورزان ندارد.»
